Conference on “China’s 15th Five-Year Plan: Pathways to Innovation, Modernization, and Inclusive Growth” held at Islamabad

On Nov 13, 2025, a conference on “China’s 15th Five-Year Plan: Pathways to Innovation, Modernization, and Inclusive Growth” jointly organized by Pakistan Research Center for a Community with Shared Future (PRCCSF), National Language Promotion Department (NLPD), Ministry of National Heritage and Culture Division, Government of Pakistan, in collaboration with China Media Group (CMG) was held at National Language Promotion Department, Islamabad. 



The conference aimed to deepen understanding of the 15th Five-Year Plan’s key priorities—including industrial modernization, technological innovation, agricultural development, and people-centered growth—while showcasing opportunities for enhanced collaboration under the Belt and Road Initiative. It also celebrated 2025 as the Pakistan-China Friendship Year. The event served as a platform to highlight the shared vision of progress, cooperation, and mutual prosperity between the two countries.


The opening remarks were given by Mr. Khalid Taimur Akram, Executive Director of the Pakistan Research Center for a Community with Shared Future (PRCCSF), who warmly welcomed all guests and expressed gratitude for their participation. He specially acknowledged China Media Group (CMG) for its role in organizing the event and promoting media cooperation, cultural understanding, and the enduring friendship between Pakistan and China. Highlighting China’s remarkable progress, Mr. Khalid emphasized its focus on innovation, technological advancement, and high-quality development as an inspiring model for developing nations, while reaffirming Pakistan’s commitment to its all-weather partnership with China and the aim of deepening cooperation across multiple sectors for shared growth. 


Following the opening address, Mr. Tassawar Zaman Babar, Director of Planning & Production, CGTN Urdu, China Media Group, delivered his remarks. Mr. Babar noted how China has transformed itself into one of the world’s largest and most dynamic economies through visionary leadership, strategic planning, and unwavering commitment to reform and innovation. He emphasized that China’s progress serves as a source of inspiration for developing nations. 


Prof. Dr. M. Saleem Mazhar, Director General, National Language Promotion Department, Ministry of National Heritage and Culture Division, Government of Pakistan, in his remarks, highlighted the strong cultural and linguistic bonds between Pakistan and China. He praised China’s remarkable progress in education, technology, and innovation, noting how it has become a model of balanced development that values both modernization and cultural preservation. 


Advocate Adil Aziz Qazi, Advocate Supreme Court of Pakistan, Vice Chairman Islamabad Bar Council, praised China’s remarkable development. He emphasized the importance of legal and institutional collaboration in supporting bilateral ties and reaffirmed the commitment of the Pakistani legal community to strengthening people-to-people connections and shared initiatives. 


In her address, Ms. Wu Jiahao, a distinguished Chinese scholar, spoke about the vision and priorities outlined in China’s 15th Five-Year Plan. She highlighted the importance of China-Pakistan collaboration in advancing technological development and inclusive progress under the Belt and Road Initiative. Delivering her entire speech in fluent Urdu, Ms. Wu deeply impressed the audience and received warm applause for her gesture of friendship and cultural understanding. 


Advocate Zaildar Ahsan Shah, Convener of the Foreign Relations Committee at the Federation of Pakistan Chambers of Commerce and Industry (FPCCI), emphasized the crucial role of economic cooperation between Pakistan and China in realizing the shared goals of prosperity and development. In his speech, he highlighted how China’s 15th Five-Year Plan offers new avenues for industrial collaboration, trade diversification, and investment opportunities for Pakistan.


Dr. Hayam Qayyoum, Senior Assistant Professor at the Department of Media Studies, Bahria University, Islamabad, highlighted the vital role of media and communication in fostering mutual understanding and strengthening Pakistan-China relations. She emphasized that the 15th Five-Year Plan not only outlines China’s roadmap for innovation and modernization but also presents opportunities for collaborative storytelling, knowledge exchange, and people-to-people connectivity between the two nations.


Mr. Muhammad Asim Khan Nyazee, Project Director at the Ministry of Planning, Development, and Special Initiatives, highlighted the alignment between Pakistan’s Vision 2025 and China’s 15th Five-Year Plan, emphasizing the shared commitment to innovation, sustainable growth, and inclusive development. Mr. Nyazee stressed the importance of joint planning, technological exchange, and policy coordination to ensure that both nations move forward together toward a modern, resilient, and mutually prosperous future.




Professor Wang Sixin, Deputy Dean of Institute for a Community with Shared Future (ICSF), Communication University of China (CUC), Beijing, delivered his speech online in which he highlighted the strategic priorities of China. The expert emphasized the importance of international collaboration, particularly with Pakistan, in areas such as technology transfer, infrastructure development, and sustainable economic initiatives. 


Mr. Muhammad Ali Pasha, Patron-in-Chief of The Gulf Observer, commended China’s visionary approach embodied in the 15th Five-Year Plan, describing it as a blueprint for innovation, modernization, and inclusive growth. 


Ms. Fatima Javed, Special Correspondent for China Economic Net and Gwadar Pro, highlighted the importance of objective journalism and cross-cultural reporting in promoting a deeper understanding of China’s 15th Five-Year Plan and its implications for regional development. She emphasized that the media serves as a bridge for enhancing people-to-people connectivity and showcasing the success stories emerging from CPEC and the Belt and Road Initiative.


Mr. Khoja Sheraaz Ali, Chairman of the National Youth Leadership Program (NYLP), focused on the pivotal role of youth empowerment and innovation in advancing the goals set forth in China’s 15th Five-Year Plan. He emphasized that young people in both Pakistan and China are the driving force behind technological progress, entrepreneurship, and sustainable development. 

Ms. Qurrat ul Ain Cheema, CEO of the Global Engineering Network for Innovation and Intelligence, emphasized the central role of science, technology, and innovation in achieving the objectives of China’s 15th Five-Year Plan. 


Mr. Manzoor Hussain Kakakhel, Director of Public Relations at World Tribune, underscored the importance of effective communication and public engagement in advancing the shared vision outlined in China’s 15th Five-Year Plan. 


At the conclusion of the ceremony, certificates of appreciation were distributed to all the distinguished speakers and participants, recognizing their valuable contributions and active engagement in the discussions. 



The conference was attended by almost 150 people which included international relations students, practitioners, and academicians.
